Although hate crime is considered an ancient phenomenon, it arrived relatively
late on the political and policy agendas worldwide. It is also not until recently that
criminologists started to seriously think about the issues surrounding it. The lack
of consensus, for example, around what constitutes a ‘hate crime’, both legally and
socially, made the studying of this phenomenon even more difficult…………
